Article 4 called for a "Jewish Agency" to govern the Jewish population in Palestine. The Jewish Agency was subject British authority. - The PZE organized [[Jewish Immigration to Palestine]], land acquisition, and aided the formation of the Jewish paramilitary force called the [[Haganah]]. - The PZE worked closely with [[David Ben-Gurion]]'s labor union [[Histadrut]]. - The PZE built the institutional infrastructure of Israel (parliamentary assembly, Schools, [[Chief Rabbinate]], hospitals). - The PZE acted as a middleman between the British authorities and the Jewish population and Zionist movement as whole. - [[Ze'ev Jabotinsky]], the founder of [[Revisionist Zionism]], was elected to the Executive Council in 1921.
